The purchasing, procuring, receiving, storing, and distribution of necessary items of supplies and equipment for use in the educational program of a school system all represent a very sizeable expenditure of money and involve a substantial percentage of the school budget. Consequently, it is necessary that basic policies and procedures be established to serve as guidelines in this area of responsibility. As a result, the Tangipahoa Parish School Board has adopted a policy manual for the guidance of the administrative personnel responsible for purchase and supply. The information and guidelines contained in this document also benefit the schools and departments served by the purchasing department, as well as vendors who do business with the school system.
